To Join or Not to Join? The Case of the International Association of Universities

Jens Jungblut is associate professor for public policy/public administration in the Faculty of Social Sciences at the University of Oslo.
His talk focused on his recent research into membership characteristics of the International Association of Universities (IAU) among the word’s institutions of higher education. Using the World Higher Education Database (WHED), his team was able to identify a pool of nearly 17,000 institutions from 191 countries to run multivariate logistic regression analyses with three models to compare profiles of IAU members with those of the sample. They also interviewed IAU staff at the organization’s headquarters in Paris to provide further context.

Three international scholars presented comparative overviews of postsecondary governance, particularly the relationship between the federal governments and individual provinces of Canada and Lander in Germany.
Deanna Rexe and Martin Maltais summarized the Canadian post-secondary environment, and Jungblut spoke to the changing relationship between the federal and Lander governments over higher education in Germany.
Dr. Deanna Rexe is vice-president of academic affairs at Assiniboine Community College and adjunct professor and affiliated scholar of Simon Fraser University. Dr. Martin Maltais is deputy cabinet director for higher education at the Quebec Ministry of Education. Dr. Jens Jungblut is associate professor for public policy/public administration at the University of Oslo.

SHEEO Policy Initiatives: Accountability, Finance, and Research

President of SHEEO Rob Anderson spoke at IHE on the role and strategic directions of SHEEO.
SHEEO partners with chief higher-education executives of state-wide governing and coordinating boards, acts as a liaison between state and federal governments, and provides information and analysis on higher education policy issues. He noted that the executives and staffs served by SHEEO represent a variety of higher education policies and outlooks. Finding a common causes and setting priorities can be challenging, and he shared several of the current areas of focus.
He shared several specific ways that the organization is being responsive to important changes and meeting evolving needs of its 61 members (with representation from US states, territories, and Washington, D.C.). SHEEO is investigating financial health and risk among institutions of higher education, postsecondary data systems, state authorization of higher education, and state pension plans. The organization is also convening “Community of Practice” meetings to bring leaders together to share policies and leverage the collective wisdom to proactively discuss opportunities and challenges.
