Reaping (or Not) the Benefits of Multilevel Data in the Multidisciplinary Context of Educational Research

John J. Cheslock

Dr. John J. Cheslock joined Penn State University in fall 2009 as an associate professor in the higher education program and a senior research associate in the Center for the Study of Higher Education. He obtained his Ph.D. in Labor Economics from Cornell University in 2001. While at Cornell, he also served as a research assistant at the Cornell Higher Education Research Institute (CHERI). His research focuses on the economics of higher education with a special interest in tuition and financial aid policy, faculty labor markets the role of Title IX in intercollegiate athletics, and revenue stratification across institutions.

Brian E. Noland

Chancellor

West Virginia Higher Education Policy Commission

Dr. Brian Noland was appointed chancellor of the West Virginia Higher Education Policy Commission in May 2006. Dr. Noland's professional career has been primarily focused in higher education and higher education policy. Prior to joining the Commission's staff, he served as the associate executive director for the Tennessee Higher Education Commission and was a faculty member in the Peabody College of Education at Vanderbilt University. His scholarly focus has been in the areas of access, accountability, and governance, with articles published in The Journal of College Orientation and Transition, The Journal of Social Indicators Research, and The Handbook of Political Science Literature on Interest Groups.

During his tenure at WVHEPC, Dr. Noland has begun several new programs to promote and improve higher education and the workforce of West Virginia. The West Virginia IDeA Research Council was established to increase the state funding levels for biomedical research in an effort to ensure that biomedical research will continue to play an increasingly important role in West Virginia. The $18 million GEAR UP grant (Gaining Early Awareness and Readiness for Undergraduate Programs) provides funds for direct services to low-income West Virginia students who have been identified as being at risk of not pursuing an education past high school. GEAR UP funds are also used for financial aid and career awareness programs for students, parents and schools to help remove the cultural barriers that keep students from furthering their education.

Dr. Noland received his B.A. and M.A. in Political Science from West Virginia University, and holds a Ph.D. in Political Science from the University of Tennessee, Knoxville.

Jürgen Enders

Professor and Director

Jürgen Enders is a professor at the School of Management and Governance and director of the Center for Higher Education Policy Studies (CHEPS) at the University of Twente, The Netherlands. He also serves as one of the leaders of the research program on 'Governance of Innovation, Technology, Higher Education, and Research' of the Institute for Governance Studies (IGS) at the University of Twente. He was previously Assistant Professor at the Centre for Research on Higher Education and Work at the University of Kassel, Germany, where he received his doctorate in political science.

Enders is a member of the editorial board of the book series Higher Education Dynamics and the journal Higher Education. He served as a member of the board and secretary of the Consortium of Higher Education Researchers (CHER) and is member of the German Educational Council, of an advisory board for the Swiss Science and Technology Council and the Dutch Association of Universities. He serves as a reviewer to the Dutch Research Council and the German Research Council and served as a reviewer to the German Excellence Initiative. Enders has spent periods as a visiting scholar at the University of California, Berkeley, USA, the University of Beijing, China, and the Foundation Nationale de Sciences Politiques in Paris, France. He has written and co-edited 12 books and published more than 90 articles in books and journals such as Higher EducationHigher Education PolicyLeviathanPublic AdministrationRassegna Italiana di Sociologia, and Scientometrics.

His research interests are in the political sociology of education, science and innovation; the governance and management of higher education, research and knowledge transfer; organizational change in higher education; higher education and the world of work; and the academic profession.

His current projects include investigations supported by the Dutch Research Council and the German Research Council, the German Academe of the Sciences, the European Science Foundation, the European Research Framework Program, the European Commission, and the Ford Foundation.

Charles Clotfelter

Z. Smith Reynolds Professor of Public Policy Studies

Duke University

Charles Clotfelter is the Z. Smith Reynolds professor of public policy studies and professor of economics and law at Duke University where he has taught since 1979. He is also director of the Center for the Study of Philanthropy and Voluntarism at Duke and is a research associate of the National Bureau of Economic Research. His major research interests are in the economics of education, the nonprofit sector, public finance and tax policy.

Anna Chung is a research associate at the University of Michigan, and her research and teaching interest are in the areas of public and economic policy, education policy analysis, and program evaluation. Dr. Chung presented her recent research on whether students self-select into U.S. for-profit colleges or whether the choice is accidental or due to the reasons external to the students.

Roger Brown

Roger Brown retired as Vice Chancellor of Southampton Solent University from 2005 to 2007, which included when the Privy Council granted Southampton Institute university title; he was also Principal of Southampton Institute beginning in 1998.

In June 2004 he was awarded the title of Professor of Higher Education Policy. Prior to 1998 he was Chief Executive of the Higher Education Quality Council (HEQC); Head of Research and Strategy at the Committee of Vice-Chancellors and Principals (CVCP); Chief Executive of the Committee of Directors of Polytechnics (CDP); and Secretary of the Polytechnics and Colleges Funding Council (PCFC). He also worked at the Department of Trade and Industry, the Cabinet Office, the Department of the Environment, and the Office of Fair Trading.

As well as writing and lecturing frequently on higher education matters, he has published a book on the post-war planning of further and higher education in London. His second book Quality Assurance in Higher Education: the UK experience since 1992 was published in February 2004.  In an article for the Guardian, Professor Brown discusses his views on the entrepreneurial university.
