The International Association of Universities (IAU) is the only inclusive and global meta-organization in higher education, its membership barriers are low, yet few universities are members despite considerable benefits. We therefore ask the question, what determines membership in this meta-organization? We argue that universities seeking to internationalize as well as those with a greater need for legitimation are more likely to become members.
