Mr. Hill served in several positions at the Carl Vinson Institute of Government (CVIOG) from 1974 to 1996, including director (1984-1996). He was given the title of the Robert G. Stephens Senior Fellow in Law and Government by CVIOG when he joined the Institute in 1996.

Hill served as the staff director of the Select Committee on Constitutional Revision from 1979-1982. This committee was comprised of the governor, the lieutenant governor, the speaker of the Georgia House of Representatives, the chief justice of the Georgia Supreme Court, and other leaders of the executive, legislative, and judicial branches.

In 2015 Hill published an article in The Athens Historian entitled “The Lucy Cobb Institute for Girls and the Carl Vinson Institute of Government – A Grand Convergence.” In 2018 he and his wife, Dr. Georgia LaVerne Williamson Hill, published the second edition of The Georgia State Constitution, the Georgia volume of the Oxford Commentaries on the State Constitutions of the United States (Oxford University Press).
