Paul Rubin

Paul Rubin is an assistant professor in the Department of Educational Leadership and Policy at the University of Utah. His current research examines higher education policies aimed at improving college access and degree attainment, particularly for traditionally underrepresented populations, and the influence of state and institutional characteristics on the policy-making process.

The American Educational Research Association (AERA) named Paul Rubin as one of four scholars to be an AERA Congressional Fellow for 2017-18. He spent a year in Washington, D.C., working on the staff of a member of Congress or a congressional committee, and use his research expertise to inform policy.

While at Georgia, he served as project manager and lead graduate researcher on a W.T. Grant Foundation-funded project with IHE faculty members Erik Ness and James Hearn investigating the role of intermediary organizations in the research utilization process around state-level college completion policies. Rubin's research focuses on understanding the organizational conditions that influence the higher education policy process at the state and institutional level.

Rubin received his Ph.D. in higher education from the University of Georgia in 2017. He earned his Bachelor of Arts in communication and political science from Boston College and his Master of Science in Education in higher education from the University of Pennsylvania. Prior to enrolling in the doctoral program at the Institute of Higher Education, Rubin was a research analyst for Storbeck/Pimentel & Associates - an executive search firm focusing on upper-level administrative searches in the education and nonprofit sectors - and previously worked in admissions and financial aid at the University of Pennsylvania Law School and Arcadia University.
