Catherine Finnegan

Catherine Finnegan serves as the Assistant Vice Chancellor for Research and Reporting for the Virginia Community College System (VCCS). In this role, she leads higher education research, state and national data reporting, data warehousing and core competency assessment for the VCCS's 23 colleges. She also provides Chancellor’s leadership team and State Board for Community Colleges with research and decision data in support of students, faculty, programs, and courses. 

Previously, she worked at the University System of Georgia to head a systemwide Souther Association of College & Schools substantive change review for distance learning courses for 60 programs at 15 institutions. In addition, she also helped USG develop and pilot techniques that would allow for distant review of such programs. During her ten-year tenure, Finnegan continued her work assessing the effectiveness of information technology and online programs, also implementing the Georgia ONmyLINE program — a program dedicated to increasing access to public education by providing a database of on-line and distance education programs.

A triple dawg, Finnegan holds an AB in History, a MPA in public administration, and Ed.D. in higher education from the University of Georgia.
