Josh McKoon

Josh McKoon serves as General Counsel for the Technical College System of Georgia (TCSG), where he provides strategic legal guidance to support the system’s mission of delivering high-quality technical education and workforce development across 22 colleges and over 100 campuses statewide.  In this role since 2020, he oversees legal affairs, compliance, and policy matters that advance accessible higher education opportunities for Georgians, fostering partnerships between TCSG institutions, industry, and the broader higher education landscape in the state. 

Prior to joining TCSG, Mr. McKoon had a distinguished career in public service and law. He represented Georgia Senate District 29 from 2011 to 2019, during which he held key leadership positions, including Vice Chair of the Higher Education Committee.  His legislative work emphasized education policy, advocating for local control in schools and reforms to reduce bureaucratic barriers, while also serving on committees focused on ethics, judiciary, and economic development.  Before his time in the Senate, he practiced law as an attorney at McKoon & Associates and Page, Scrantom, Sprouse, Tucker & Ford, P.C., specializing in areas that intersect with public policy and governance.

Mr. McKoon holds a Bachelor of Arts in Political Science and Communication Studies from Furman University (2001) and a Juris Doctor from the University of Alabama School of Law (2003).  He is currently pursuing an Executive Doctor of Education (EdD) in Higher Education Management at the University of Georgia, where he aims to deepen his expertise in educational leadership and policy to further contribute to Georgia’s higher education ecosystem. A native of Columbus, Georgia, he is committed to enhancing educational access and outcomes for all residents of the state.  Mr. McKoon is married to the former Jacqueline Byrd.  They have a son Jackson and are parishioners at the Cathedral of Christ the King in Atlanta, Georgia.
