Dave Snow is Foreign Service Advisor for Security Cooperation and Higher Education within the U.S. Department of State. 

Previously, he served as the Director of Military Affairs for the Board of Regents of the University System of Georgia.  In this position he promoted higher education awareness, access, collaboration, and achievement for all military affiliated students.  He worked closely with all 28 USG institutions, Regents, legislators, and communities to better serve those who have served this great nation. By collaborating and facilitating implementation of Best Practices, as well as recommending Board policy revisions as appropriate, Georgia is often now viewed by many as a leader in serving this segment of the student population.  He also interacted regularly with the all military services to ensure their requirements are met and has twice been selected/designated by the U.S. Army as a “Center of Influence."

Additionally, he served as assistant professor at National Defense University’s Joint Forces Staff College. At NDU, he taught mid-senior grade military officers, civilian leaders, and international fellows a myriad of topics relating to national security, strategic planning and communications, humanitarian assistance, and multinational cooperation.  In his last military assignment, he served as a human resources policy manager for the U.S. Navy managing manpower and training requirements for 87,000 personnel in 19 career fields. He also has served as an assistant professor, associate professor, department chair and senior administrator for naval programs at Auburn University, University of Memphis and University of Mississippi.  

Dave is a retired United States naval officer with years of experience in higher education, engineering, IT program management, community outreach, student advising and recruiting, public affairs and budgeting. He brings a unique international perspective having traveled around the globe and previously resided in Europe, Asia and the Middle East. During three years working in NATO, he met with dignitaries and various ministries of member nations.     

In addition to his Ed.D. from UGA, he earned an MBA from Auburn University, MA in Military History from Norwich University, and BA in marketing from Georgia College and State University.
