Doctoral Student

David Tanner is a doctoral student at IHE and is the associate director of the UGA Carl Vinson Institute of Government, State Services and Decision Support Division. David Tanner manages the division’s faculty and staff and coordinates a wide range of customized technical assistance and research projects for governments across Georgia. The work of the division includes demographic and economic analysis, survey research, program evaluation, workforce development assistance and special project support. Prior to joining the Institute, Tanner served as the deputy director at the Governor’s Office of Planning and Budget (OPB), where he helped the state address key budget and policy issues for more than 12 years. While at OPB, Tanner played a central role in the development of the governor’s annual budget, health care reform, agency restructuring, design of state budgeting and performance management systems, HOPE scholarship redesign, and school facility construction and finance. Tanner’s interests in higher education include economic development, performance funding, prior learning credit and competency based learning.
