Jennifer Rippner

Jennifer Rippner, Ph.D., J.D., is currently a full-time faculty member at Indiana University-Bloomington teaching a variety of graduate-level education law courses. She has taught K-12 law and higher education law for several research universities such as George Washington University, Southern Methodist University, and the University of Georgia. Jennifer’s current academic research focuses on constitutional issues in education such as student speech on campus and the tension between the Establishment Clause and Free Exercise of Religion clause for faculty at public institutions and schools. She is a co-editor of the upcoming textbook, Contemporary Issues in Higher Education Law, 4th Edition, published by the Education Law Association.

Her depth of education policy and legal experience shapes her research and teaching.  Among her roles at the state level, she served as Georgia Governor Sonny Perdue’s education advisor, director of the Governor’s Office of Student Achievement, and executive director of policy and programs at the University System of Georgia. She also experienced education policy at the school level as the director of a K-5 public charter school in Florida. At the national level, Jennifer served as a senior policy and legal advisor at EducationCounsel, LLC, a Washington, DC-based education law and policy firm, where she authored several policy briefs regarding access and diversity issues in higher education

Jennifer is a past member of the Southern Regional Education Board and chairman of Georgia’s State Charter Schools Commission. She was one of three Americans chosen for a Global Policy Fellowship with the national Institute of Higher Education Policy in 2008.

Jennifer earned a B.A. in political science and Juris Doctorate from the University of Florida and a Ph.D. in higher education from the University of Georgia.
